A student can be a PI, but the application requires the signature of his/her advisor.  Ultimately, the PI is responsible for addressing any concerns the Board may have regarding the proposal and can consult with his/her advisor for any assistance.

Can a student be the PI on the IRB proposal or do you require the
facuilty to be PI (for independent research as well as dissertations
etc.,)?  And when there is a problem (document incomprehensible
etc.,) who would contact for concerns?

Any suggestions would be MUCH appreciated!
