Anita,
Routine discounts that suppliers provide (educational, member, etc.) may not be considered as match. Special discounts - those above, and only that portion which is above routine amounts - may be counted.
Of course you would need to document the nature, reason , and amount of the special discount.

Can anyone steer me in the right direction. Is it allowable to use the
value of a discount on the purchase of equipment to meet a mandatory
cost match? A110 does not seem to specifically address this.
