OR Pro actually works now!?
If anyone has a real Adobe application to send, and they have some
advance time to experiment, perhaps they can do what Mike describes.
Install Reader 8.1.2 and then open, save, and submit with Pro, 1.1.1
or higher. Do you get an error???
I will do this next time we have an Adobe application, but difficult
to predict when one will show up.
This is the only way to test. According to what Grant.gov writes
about the fail safe process, if you do not get an error upon opening
a file, then that application is good to go. Reader OR Pro.

Has anyone else tried this new tool by grants.gov? When I tried to open
the file with only Acrobat Pro 8.1.1 it gave me the correct error. I
installed Reader 8.1.2 and opened the link (in Pro) and it didn't give
me the error. It seems to me that this version test isn't working
properly because it allowed me to open the application using pro.
Just wanted to give you guys a heads up.
