The requirement for IRB review/approval is publication or dissemination
to a professional audience. Due to the era of the internet, GA Southern
includes any kind of electronic posting of the findings as
dissemination, which requires IRB review. When a professor requires
students to complete a class project, he/she must be very clear in
informing them that their findings absolutely cannot be disseminated
through the internet in any fashion. If the student foresees the
possibility of utilizing the internet as a dissemination tool, that
student needs to obtain IRB approval. So, to answer your question, yes,
it is considered publication and needs IRB review/approval. Some could
argue this topic either way due to differences in interpretation, which
is why the institution needs a clearly defined policy regarding class
projects. It is always better to be safe than sorry when it comes to
compliance with human subjects research.
