NIH Application with 1 day window for submission Bob Beattie 05 Feb 2008 12:01 EST

We just submitted a proposal for this program:  PA-08-052.  It passed
Grants.gov verification.

Yesterday we submitted a similar one, PAR-08-080 which had a Feb 5,
2008 Open Date.  It failed Grants.gov with the OPP CLOSED ERROR FATAL
message.  We resubmitted it today and it passed with no error.

Applications with one day windows can be a real pain.  These must be
just mistakes by the NIH staff who make up the applications.

I think this may have something to do with a possible mistake in the
Program Announcement, posted 12/18/07, where the "Opening Date" was
listed as 2/5/08.  I initially ignored this, as NIH has made a point
of encouraging early submissions, and generally lists an opening date
at least one month prior to the Submission date.  It makes no sense
for the opening date (earliest possible submission) and deadline date
to be identical, and then tell us "APPLICATIONS CAN BE SUBMITTED
BEGINNING ON THE OPENING DATE OF THE FOA. WE ENCOURAGE YOU TO SUBMIT
YOUR APPLICATION EARLY! ".

Has anyone had success with this PA, or received a response from NIH
or Grants.gov about it?  Thanks a lot.  -Jean
