Seeking teaming partners with the following capabilities:
A RFP released by the US Agency of Housing and Urban Development involves training and management assistance and has a potential value of 10 million dollars a year for a 5 year period (50 million total).

Our client has capability to develop training programs but requires sub-contractor support for the areas listed below.

GENERAL
The Office of Native American Programs (ONAP) within the Office of Public and Indian Housing (PIH) has the responsibility for administering and managing a range of programs authorized and funded by Congress which provide housing and rental assistance for Native American and Native Hawaiian families, as well as community and economic development funds for tribal governments.

OBJECTIVES
The ONAP has requirements to provide a broad range of services supporting their programmatic activities. This includes support for the provision of affordable housing in a safe and healthy environment for Native American and Native Hawaiian families.

The services are needed to improve and/or enhance the management of tribal housing operations, Indian Housing Authorities (IHAs), Tribally Designated Housing Entities (TDHEs), and the Department of Hawaiian Home Lands (DHHL). Other requirements include a need for increased awareness of all ONAP participants, and services to support lenders, non-profit organizations and other related entities.

The ONAP also needs a variety of services to support the improved planning, administration, and implementation of community and economic development programs and activities under the direction of tribal governments and related entities.

DESCRIPTION OF SERVICES
The services to be provided shall include, but are not limited to: on-site technical assistance, the development and delivery of training, professional technical writing services, management analysis, research, assessments, evaluations, and seminar and conference support. Contract services are necessary for: technical writing for the development and/or editing of handbooks, guidebooks, reports, notices and other documents; management analyses to determine the most efficient and effective management style of Indian Housing or community development programs and services; and research/evaluations to be undertaken in conjunction with very high priority studies on subjects which pertain to programs, policies, and issues related to the mission and goals of ONAP. A major purpose of this contract is to provide technical assistance and training to IHAs, TDHEs, tribal government staffs, DHHL, resident organizations, ONAP staff, and other related groups and organizations throughout the United States. To effectively provide this training, the Contractor may be asked to develop videos, written documentation, and audio/visual presentations.

The greatest emphasis in this training shall be placed on delivering assistance on the basic business and programmatic aspects of managing IHAs, TDHEs and related organizations, such as planning and comprehensive plans, financial systems, personnel policies, inventory controls, procurement, construction contact management, occupancy, maintenance, financial management, development, etc.
