At Univ. Calif. San Diego, we do both.  We have developed an
"Electronic Proposal Repository Service" that is required for Health
Sciences proposals. Follow this link for a description of how it works:

For proposals reviewed by the main Office of Contract and Grant
Administration, we can also accept email attachments.   -Jean
