Re: FFATA - short follow up Bob Beattie 16 Jan 2008 09:29 EST

Sorry to send a reply to my own message.

I did get a bit more info. The person who made the FDP presentation
was Andrea Brandon (xxxxxx@csrees.usda.gov) of the Department of
Agriculture. She is now the leader of the FFATA Subaward Pilot
Program. Contact her if you want to join in. She had some slides
for another program that she sent me.

-Will be continuing with the work that has already been done.

Currently working on DRAFT Regulations:
-30 day reporting requirement
-Additional data elements

-Will be looking to add more Federal Agency representation to
the Transparency Act Sub-award working group
-Will be using the GEB and the GPC to leverage Executive

This is a great topic for regional SRA and NCURA meetings; national
meetings too. There was no session on FFATA at the NCURA Fall
meeting last year. There was a short -- 15 minute -- session at the
just concluded FDP. The core was that there is a FFATA subaward
pilot project going on now and it is going slowly.

Here is a link just about all you'd want to know about FFATA
http://thefdp.org/Sept_2007_meeting.html

go to the FFATA session and see three presentations.

If you want more, you can read my article in the September/October
NCURA Newsletter

(there was also one in the summer SRA newsletter and a nice piece by
Theresa Defino in the "ncura compliance newsletter.")

I think it is still possible for institutions to participate in the
Pilot. Contact
xxxxxx@hud.gov

The participants are having a weekly conference call. There must be
someone on the listserv who is participating and can bring us up to
date. Our accounting office chose not to, but just take whatever we
get. Our grants office takes almost no part in the subaward process,
so we can pass it off.

Here is information on the Contract side of the subaward pilot.
Grants and Contracts have separate projects. The url is long so you
may need to cut and paste. I asked at the FDP meeting if there was
to be any conciliation between the contract subaward plans and those
for grants, and was told no. Note the parameters of the contract
project, in section 52.204-10 Reporting Subcontract Awards.

Back to Craig's original question. I think that there is not much
that we can do locally until the pilot is complete and we are told
what to do. Perhaps I am missing something, since we are not in the
pilot.

Bob mentioned the FFATA website, which gets me to wondering... is anyone
currently collecting, or preparing now to collect, subaward data that we
will eventually be required to submit under FFATA? If so, what are you
doing in anticipation of January 2009 implementation schedule?

I'm particularly interested to hear from institutions that have NOT
implemented a S2S Grants.gov solution, but all replies are of course
welcome!

Hi All,

<SNIP!>

Lastly, on another topic. Have you all gone to the new FFATA
reporting site to see what your institution is reported to have
received.

http://fedspending.gov/

I have not checked our total yet because there are 6 different
University of Michigans, and sub units listed. Well, at least
someone can tell how much money went to the state as a whole.

Watch the webcast Grants.gov webcast tomorrow, and post questions you
have to our group so we can get collective help.
