You can fill in the first year. The only two required items for the
first year are for the PI and the budget justification. Is there no
PI for the first year, no effort? That is difficult to fix. You will
need a justification in any event. You will also need to put in the
sub-award/ contractual /consortium totals in the first year also.
You can put in a nominal amount of effort for the PI and in the
budget justification note that this is just a place holder. Strange
that you can have a project with no PI effort in a year. Who is
managing the sub-awards?
