I assume you are talking about the "Additional Senior Key Persons" in the R & R budget form. Do not use an .xfd file. Use a .pdf in the same layout as the original budget forms. The only places NIH allows a format other than .pdf is the extra key persons and the sub award budgets. Not using a .pdf anywhere else will result in an error. I have not tested this, but this is what the instructions say. Notice that when you have more than 8 personnel, including the PI, that the "Additional Senior Key Persons" attachment box becomes yellow. It is useful that the program knows that there are more than 8 people and tells you to make the attachment. Too bad that it cannot put in the names of the people in lines 2-8.
