My thought would be that if they are publishing a paper together then it has reached the point of "substantial" unless this person is just going to be a "figure-head" for the paper.  (If he is actually working on the research and providing input for something to be published then he probably should be included in the proposal so reviewers know he is going to be involved and he will get credit for being on the proposal at his organization.  Some other things I'd want to know are if this collaboration is going to involve any possible research at the collaborators organization or if he will be doing it all at home or on visits to the main PI's campus; does the home campus want any paperwork related to his involvement.

I guess he could always leave his name out and put a consultant TBD but it seems to me that if he thinks the person is going to be involved he might want to lean towards officially naming him.

Hello all,

I'd like some thoughts as to the interpretation of this section of the GPG/PAPP.

"Any substantial collaboration with individuals not included in the budget should be described and documented
with a letter from each collaborator, which should be provided in the supplementary documentation section of
the FastLane Proposal Preparation Module. Collaborative activities that are identified in the budget should
follow the instructions in GPG Chapter II.D.3."

I have a PI who will probably collaborate with a colleague with whom he has collaborated significantly in the past. But he doesn't know how much collaboration there will be. The potential collaborator isn't mentioned in the budget or in the proposal by name. The PI suspects that in the course of the research, he will call on this colleague to offer some guidance, information, etc.  The PI thinks they might end up publishing some papers together, partially as a result of the proposed research.

So, my question is ... at what point does a collaborator have enough involvement to become "substantial" and therefore need a letter of support in the proposal?  Any guidance? Thoughts?
