The submissions and awards are in the name of the faculty member, not the institution. Faculty submit directly to the NEH via their own registered account with grants.gov. There is an abbreviated registration and submission process for them.

I have a question on the submission of the NEH summer stipends.  Does an
application have to be submitted through the institution's grants.gov account,
or does the individual register for an account and submit the application that
way?
