Dear Research Colleagues,

On behalf of our purchasing department, I am sending you information about a
"request for proposal" for those of you who may be interested in conducting
an assessment for Indiana University of Pennsylvania (IUP) related to the
organization of our research administration enterprise.  IUP is a state
owned university with a Carnegie Classification of Doctoral/Research
University that receives about $17 million in external funding annually.  We
have a "university connected research foundation" that is a 501(c)3
organization that provides research administration services (pre-award and
post-award) to the University.

Following is the bid notice prepared by our purchasing department. Please
note that those who wish to receive the bid package should make this request
by September 10, 2007 to the address provided.  The bids will be opened here
at IUP on Thursday, October 11, 2007 at 1:30 p.m.

Indiana University of Pennsylvania, a member of the Pennsylvania State
System of Higher Education, is seeking qualified consultants to respond to a
Request for Proposal for a comprehensive assessment and specific
recommendations for IUP’s School of Graduate Studies and Research; IUP holds
the Carnegie Classification of a Doctoral/Research University.  Requests for
copies of the bid package should be made in writing referencing ADV # 326
and directed to the attention of Robert L. Bowser, Jr. C.P.M., Purchasing
Services, IUP, Robertshaw Building, 650 S. 13th Street, Indiana, PA 15705;
Fax 724-357-2670; or email xxxxxx@iup.edu.    Interested consultants should
submit their requests to be placed on the bidders list no later than 1:30
P.M. (EST) on September 10, 2007.  Bid packages will be mailed to
consultants after September 11, 2007.  The University encourages responses
from small and disadvantaged, minority and women-owned firms.
