MSU has done this before many times.  You will find that the CRADA is a University friendly agreement.  Please contact me directly if you  have specific questions.

All:
We have an assistance agreement with DoD Army.  We are now subbing to a
DoD Air Force entity and they are requiring that we use their
Cooperative Research and Development Agreement (CRADA) agreement.  Has
anyone every received DoD money only to sub to a DoD agency? Also, has
any DoD agency ever required you to use their CRADA when they are a
sub?
