We are looking at one side of the equation. Another side of the equation is also does or will the agency have enough funding allowed by their own funding sources. For NIH, federal legislature may decide to cut drastically (not unheard of) funding for such programs. In this case, calling may just help find out if there is any money at all to disburse. And there may be other sides as well ... But I agree that we should give it our best shot by using all resources available. J.
