Yes, indeed, and the science could likely be top-notch in both
situations; focusing on the interests of the funder does not de facto
mean that the science is compromised.

On the other hand, talking to the sponsor (program director) prior to
writing tends to help the PI focus on things that the sponsor is
interested in - thus may lead to better score.

Regardless of source, the statement itself implies that quality of the
idea/science/research plan was either not significant in the funding
decision or not a variable considered.  Assuming the latter, given the
near impossibility of measuring this variable without direct input from
each review committee, the value of the study and the preeminence of
pre-submission contact in the proposal success equation are
questionable.
