Dear Deb,

I did one of these recently and was advised by the program officer (in a different directorate) to use the content area program announcement (in this case the PD#) on the cover sheet and to start the title with "RUI:Project Title XYZ".  The title distinction, as well as the additional RUI description of activities within the narrative should do it.

Dear Smart Ones,
We intend submit a collaborative grant proposal to the Environmental Biology (DEB) Program: Population and Evolutionary Processes Cluster (Program announcement/solicitation#: PD 04-1127).  I would like this proposal to also be considered under the Research in Undergraduate Institutions (RUI) Program.  DEB guidelines instruct me to enter Program announcement/solicitation#: PD 04-1127 on the cover sheet; whereas, RUI guidelines instruct me to use Program announcement/solicitation#: NSF 00-144.  Since only one program announcement/solicitation# can be entered in FastLane, do you know which # I should use (i.e., should I use PD 04-1127 or NSF 00-144)?  "RUI" is in the grant proposal title, if that makes a difference.  I have an e-mail out to the program officers, but thought I'd ask you all because perhaps you've dealt with this before.
