Similarly, when we registered for grants.gov, I found that our college's name had been changed with D&B to the name of one of our programs (I think it might have been the MBA program).  No one currently at the college could recall this having been done, but we were immediately able to change it back to the college name.

It would appear that D&B doesn't do any screening to determine who is "authorized" to request changes for an institution.
