The Export Control Program Manager (ECPM) provides program management, operational, administrative and database management for the Office of Export and Secure Research Compliance. The person in this position will coordinate with the Director to develop, test, maintain and update policies and procedures for ensuring compliance, tracking, and monitoring exports in three existing and one emerging regulatory regimes (ITAR, EAR, OFAC, and Biosecurity). Duties include but are not limited to overseeing and coordinating export control compliance activities, scheduling, conducting and documenting training and screening of faculty/staff/students and other personnel. The ECPM will develop, prepare and maintain project specific databases, files and correspondence management systems. This person provides advice and assistance to the Office of Sponsored Programs and faculty regarding compliance with export control regulations affecting proposed or ongoing research. The ECPM coordinates preparation of and assessment of project specific export control technology control plans (including commodity jurisdiction and classifications), and formulates and implements policies and procedures to improve export compliance in the University's activities. The ECPM maintains proficiency in existing laws/regulations and policies, is able to interpret them as applicable to University operations, maintains contacts and resources to quickly identify changes in those laws/regulations/policies and establishes procedures and documentation practices to demonstrate University compliance. The ECPM serves as the University's Technology Control Plan Officer with responsibility for compliance with export control regulations in relation to University activities. The ECPM supervises the Export Control Program Administrative Specialist and other office personnel, and performs other duties as required.
