Perhaps they get sorted by size.

You would be better off combining all the attachments into one PDF so
you can control the order.

I have a PI who is having trouble attaching appendices to a PureEdge
form and having them appear and numbered in the correct order on NIH
Commons.
At first, we thought it was a matter of alphabetical order according to
pdf file name.  But that appears to not solve the problem.
