We've had this problem on several grants.  We sent a note to the help
desk alerting them of the problem (no response), as well as a note to
the grant contact, to make them aware that the proposals were not
submitted in that format.

I have a PI who is having trouble attaching appendices to a PureEdge
form
and having them appear and numbered in the correct order on NIH
Commons.
At first, we thought it was a matter of alphabetical order according
to
pdf file name.  But that appears to not solve the problem.
