I believe this refers to NIDDK's by-now-long-standing policy with regard
to grant support duration and should not be extrapolated to other NIH
institutes:

Duration of Grant Support
Competing awards are adjusted to achieve a 4 year average duration for
research project grants. Nevertheless, applications from new
investigators, initial MERIT awards, MERIT extensions, program project
grants, and clinical trial grants are generally awarded for the full
length of their recommended project period.

I can't remember if they were the same institute that changed all their
type 5 applications to renew within the same month(s)?

I have heard nothing about established investigators being limited to
four years nor have any of our grants management specialists.

Colleagues:

We had one NIH institute that indicated at the time of award for
established investigators R01 award funding is limited to four years,
while new investigators continue to be eligible for five years of
funding.  I now have investigators across campus who believe that NIH
has limited R01 applications to four years, but I don't think I ever saw
an NIH notice to this effect.  I want my investigators to apply for the
appropriate funding, whether that is 3, 4, or 5 years, did I miss
something.

Can anyone provide insight on the validity of investigator's limiting
their budget's to four years.
