We base the subcontractor vs. consultant debate on the following:
1. Will the PI be contributing to the research?
2. Will the PI want to be listed on any publications?
If so, they should be treated as a subcontractor, not a consultant.

Hi All,
I have an Investigator on his third R01 submission of an application
that currently includes two subawards and two key personnel consultants.
One of the consultants has moved to a new, better reputation
institution, and now the PI wants to give write him in as a subaward
instead of as a consultant.
It's administratively more of a hassle, and the reviewers didn't suggest
the change. However, the consultant agreed to same amount of $$, even
though the f&a will now cut into his fee, so it doesn't change the
budget.
Any advice or thoughts?
