Question about appropriate publications for the Appendix of an NIH grant application package - again

I know that this has been discussed on this list before, but I just
found something written in the new PHS SF424(R&R) Application Guide that
is inconsistent (see 2-I-107):
Here goes, it states "As part of the Appendix materials you MAY include
only up to 3 of the following types of publications:"
One option allowed is: "Manuscripts and/or abstracts accepted for
publication but not yet published"
On the very next page it states: "Note: publications and/or abstracts in
press should no longer be included in the appendix material."
Does anyone else find this confusing? Once a manuscript is accepted for
publication but not yet published (and thus allowable in the appendix
material) it is also widely referred to as "in press" (and thus not
allowable in the appendix material).
Am I missing something here?
