That's been my interpretation.  In recent submissions, I've been adding
the  PubMed ID to the publications section of the Biosketches to the
articles we would have otherwise included (those published, but are not
free).

I believe you are correct. At least this is my interpretation of the
notice published on November 17, 2006 (NOT-OD-07-018).  I have not read

the revised guide yet.
