Do any of your institutions have a policy or provide guidance on submission of a proposal when if awarded, the amount of cost sharing to be provided by the institution exceeds the dollar amount being provided by the sponsor?

For instance, if a Private Non-Profit prohibits the payment of PI salary and limits F&A to a percentage less than your federally negotiated rate, if funded, the amount of cost sharing may well exceed the total dollars being provided.

My institution is considering the provision of guidance and I was curious as to your institution's position.
