An institutional requirement to review research involving human subjects should not be dependent on the origin of funding. Much havoc can be wrought on human subjects by internally-funded research that is not reviewed by an IRB. An institution has an option of holding itself, in its Federal Wide Assurance, to a specific set of federal regulations for federally-funded research only; however, most institutions apply the same ethical standards to all human research.
Student research involving human subjects should be reviewed; again, much distress can be caused by unreviewed research. The University of Minnesota has a very successful student IRB, chaired by Prof J Michael Oakes.
