I wonder if members of this list can help me with a simple answer to (what could be) a complicated question:

The premise of the question is that income from external grants, contracts and indirect costs does support the entire research operation of an institution.

Is there a benchmark range for institutional contribution to total operating costs for research at a well-managed "research intensive" institution? (Somewhere in the muddy recesses of my mind I recall something like 20%. Is this reasonable or halluncinatory?)

Follow-up question: is it reasonable to think that the institutional contribution at a-less-than research intensive institution would be greater.
