canceled airfare: a legitimate grant expense?

We have a grant which funds significant travel, training/consulting
costs. The purpose of the grant is to aid in the development of Child
Advocacy Centers (CACs) in the Midwest region. Part of that development
is to send trainers (consultants) out to the various CACs for
educatational purposes.
We typically make the travel arrangements through our external travel
agency, and pay those expenses directly.
On rare occasions, a trainer has canceled their trip for personal
reasons (such as illness). In these cases, the trainer is not paid, but
some non-refundable travel expenses are paid, and charged to the grant.
I contend the canceled airfare is a legitimate grant expense (my A133
auditor's opinion differs). Any credit for the airfare can only be used
by the trainer and accessed (as I understand it) through our travel
agency. This particular grant is the only award funding the trainers
(i.e. we do not employ/utilize these trainers for our own purposes or
for the purposes of any other grant/contract), so I am satisfied that no
other award/activity is reaping the benefit of the canceled airfare.
My questions:
What is your experience with, or opinion on, canceled airfare?
Can you cite a source which would back up your experience or
viewpoint?
