We also have a paper routing with similar "triggers".  I require budget and abstract (minimum).  Additionally, we have a note at the bottom that states that we reserve the right to withdraw applications that have not received institutional endorsements prior to submission - just in case someone sends something out without appropriate signatures.

I require the budget and an abstract.  Our form has an assortment of checkoffs that I review, and I won't sign off if I don't have adequate answers regarding any red flags raised (e.g. hazardous materials, need for space, etc.).  You can see the old-fashioned paper form at www.assumption.edu/research in the menu at the left on the page.

Historically, the budget has been the one item most likely to trigger complications internally, in that the professor hasn't obtained the OK for release time or for college funds.  I use the form to catch these lapses before going to our VP-AA for final OK.
