Florida State University handles NSF REU's both ways, depending on the preferences of the department/pi. The REU guidelines specify that the stipends
may be paid as salaries if the institution wants to do it that way.

Hi Bonnie,

REU participants do not meet the IRS definition of "employees".  Therefore, we handle them via accounts payable/1099s.

How are you handling the stipends to participants in the REU projects?  Are you paying them via a check request and having a 1099 issued later or putting them on the Payroll and having benefits and taxes be withdrawn?
