It is my understanding these countries are considered foreign not domestic.

We have always considered Canada and Mexico as foreign because that is
the way GSA considers those countries.

Canada and Mexico have been considered domestic travel (not foreign
travel) in the federal regulations for travel budget purposes. Does
anyone know if this has changed now that a passport is required when
visiting these countries? Or is this a Homeland Security issue and
nothing to do with the Travel Federal Regulations.
Any input is appreciated.
