success rates for resubmissions

Over the years, I've heard NSF program officers cite the success rates
of proposals on first, second, and even third submission. My
recollection is that somewhere around 20% of NSF proposals won grants
the first submission, but the rates increased to more than 30% the
second time around, and into the 40s the third time. (This was years
ago, I'm sure those numbers are no longer close to accurate.)
Does anyone know where I can find those success rates? I'll be
co-presenting on revising and resubmitting proposals and would like to
be able to quote some encouraging statistics. If anyone knows or can
point me towards similar statistics for other agencies, I would love to
hear them as well.
