The laxity of AO designation/access is indeed concerning.  And it is
alarming to think someone not affiliated with the institution could
actually receive and spend a grant under false pretenses.  So, I talked
with our grant account about this not too long ago.  She says at some
point the PI has to set up an account for expenditures through the
university after the award is made.  And reimbursement for HRSA, in the
past anyway, has been done on a draw-down (spend first and then draw
down from the feds) basis.  The site for draw down is secured and
specific for that institution. So I would think it's difficult, if not
impossible, for an individual/group not affiliated with the organization
receiving the grant to then receive the reimbursement draw-down.  I feel
better sort of. Still, you gotta wonder.  Another thing to keep us up at
night as if age and nature are not doing a nice job there already.

Yes, this is a concern of mine, too (authority to register an
organization with HRSA's EHB). Not often, but once in a while, I get a
phone call from someone in my organization who needs the DUNS number
because they are getting ready to request some grant funds... There is
nothing in HRSA's system (other than the shear obtuse design of it) to
deter "cowboys" in an organization from circumventing the internal
policies and authorized offials. I wonder, does this extend to
individuals not even affiliated with the organization, who could
conceivably link themselves with the organization's identity without
ever going through anyone other than HRSA?
