The EBH seems to be a remarkably free-wheeling system! Anyone can list
themselves as an AO - but it doesn't really mean they are an AO. Only
the person whose name is on the application as the AO will be able to
act in that capacity. Are we confused yet? We also found, contrary to
the instructions, that whoever accesses the application first then has
to give the other parties access.

We have had several very long, very pleasant, conversations with the EHB
staff who have assured us that we will love it once we get used to it.
We're still waiting...

It is unanimous!

I submitted Phase two today to the EHB.  I think I did it right but who
knows.  The HRSA EHB instructions seemed to have changed from last week
to this week.  The program director was supposed to access the
application on the EHB and give me permission to access the grant so I
could submit phase two - even though I was the one who submitted it via
grants.gov last week!  Reality was the exact opposite - I was able to
access the application and give permission to the project director.

And, no F & A for my aspirin bill .....
