Question about intention to "fund down the grant slate" Mickie McCormic 31 Jan 2007 19:44 EST

 My university has been working for a while on a Strengthening
Institutions grant through the Title III program, only to find out a
couple of weeks ago that there will be no competition this year. My
question is -- when the Department of Education issues "a notice of
intent to fund down the grant slate" for a program, and that they will
"select grantees in FY07 from the existing slate of applicants from
FY06," is that a sign that the program is disappearing?  Just wondered
if this has happened to other programs that then went on as usual, or
ceased to exist. Thanks so much for any thoughts.
