Hello!
 We've recently encountered some reporting discrepancies on our HRSA
grants.  Since HRSA's transition to the "this period only" reporting,
our traditional treatment of unliquidated obligations no longer seems to
be working.  We had been reporting the unliquidated obligations and then
essentially carrying those funds forward to the next year for when the
actual expenditures posted to our university's financial system.  (Each
funding year gets a new account number in our system.)  This was
consistent with the PMS draws and reporting.
 In that next year, we included the carried forward unliquidated
obligations in the total federal funds authorized and the (now) paid
unliquidated obligations were included in the reporting year's
expenditures.  The feedback we are getting now from HRSA is that their
system considers the unliquidated obligations fully spent in the year
they are reported.  They view our FSR as overstated in the federal funds
authorized for the reporting year.  Our expenditures are overstated as
well, by the previously reported unliquidated obligations.  This is
especially problematic with our training grants where we must identify
the trainee obligations.
 Is anyone else encountering any similar reporting problems with HRSA
in regards to the treatment of unliquidated obligations?  How are other
institutions managing unliquidated obligations?
