I tried to submit it several times with the same result, and with no confirmation of it having been received at Grants.gov after I logged into Grants.gov to check on the status. So, I moved onto another computer in my office and it went through just fine. There must be some setting on my computer that disables this part of the application submission process. Has any one out there had this twilight zone experience? Any help appreciated. I do have 4 hours and 15 minutes to solve the problem.
