Since we are assuming this is an NIH application, you may want to refer
back to the November NIH Extramural News

If you are recalling the application due to a system error, you must
contact Grants.gov and document the issue prior to recalling the
application. It is my understanding that anytime you recall an
application, even if it is before the deadline, you must include a cover
letter explaining the recall and mark the application in item 4
as "Changed/Corrected Application". You will also need to include the
federal identifier per the 424 guide part I, pg. I-25. If the application
is submitted after the deadline you should include an explanation in the
cover letter, and document it with either a G.g/Commons helpdesk ticket
number.
From the Electronic Submission web page's FAQ's it has this example for
when the grant will pass through the Commons: if you submit
your application on Monday then you have all day Tuesday and Wednesday to
view the application. The application will move forward at 12:01 a.m. ET
on Thursday morning.
