I assume this is for NIH given the reference to Feb 5. Remember to
count WEEKDAYS, not business days. Holidays count. From all I have
read on this, you may reject an application that has some problem
with it and have until the deadline to resubmit it. You must mark
the new submission as a "Changed/Corrected Application in Item 1 of
the SF424(R&) and enter something in Item 4. "NA" or the original
G.g number.
Then hope it gets in on time:)
If, however, you do the rejection after the deadline, you must also
include a cover letter explaining why you are submitting late.
I have always assumed there were 24 hours in each Weekday to use, but
the application must be in by 5pm of the deadline day to be on time.
So if you rejected in the previous day and waited 48 hours, you might
be submitting late.
Now this has never been made clear, to me anyway. If you reject
after the deadline, you can resubmit, with explanatory cover letter.
If you make an initial submission before the deadline, and then
reject, can you then submit the correction after the deadline day and
time, with the explanatory cover letter. It should be allowed
because you did make an error free submission by the deadline, and
you can reject after the deadline and then resubmit.
Best to just submit early and get all corrections done prior to the
deadline. Do have the PI review the application in the Commons as
strange things can be submitted and you may not see these until the
application has be assembled. If you do not check on the content,
you may end up getting message from the review committee asking about
the strange text of the application.
