Sorry folks, I was not aware of the XML allowance for DoD... And you are
correct... subs budgets must be extracted XFD files but all others are
PDF for NIH...

I think this is not true. Agencies can request the form of the
attachment for their applications. Submitters must read agency
instructions. This is not even true for NIH which does want all
text files as .pdf but sub-award budgets must be in .xfd format.
