Use of Federal Research Project Funds as Match Jennifer Donais 24 Jan 2007 16:03 EST

Can anyone tell me whether there is a governing regulation addressing
the use of Federal funds as match either to state or to private
funding?  We are working on a center project and our director & I have
told the investigators that if they wish to use federal project funds
(NIH or NSF, for example) as match to their state center operational
funding, they need to get the federal sponsor's permission.  Of course,
they are debating this with us, so I'd love to be able to quote "chapter
& verse" if possible.

The terms of the award from the state agency require us to report the
match - and no, the state funds are not federal in origin.

Any ideas?   Thanks!
