I am looking for advice regarding USDA-NRI applications involving the
USDA-Forest Service ...

We have a USDA-Forest Service group who will be submitting a USDA-NRI
application -- they will be the lead applicant on the proposal (a
competitive grant proposal).  They would like UW-Madison included in the
proposal.  They had indicated that by USDA-FS statute, we could not be
included as a subcontractor ... that they could only provide funding to us
under their award as a Joint Venture agreement or a Cooperative agreement
... in which case we would not be eligible for indirect costs, tuition
remission, and would be required to cost share.

Our understanding under the USDA-NRI competitive grants program is that all
participants are eligible for indirect costs and tuition remission under
the terms of the opportunity.  The Forest Service indicates that as the
lead applicant, all other agencies would not be eligible as a typical
subcontractor, even through the USDA-NRI program implies otherwise.

Does anyone out there have suggestions of how they work with USDA-FS to
assure inclusion as a subcontractor and retain rights to indirects and
remission as allowable under the USDA-NRI opportunity?  (We have suggested
that an alternative would be for UW-Madison to be the lead with USDA-FS as
a sub -- this is under discussion.)
