Susan,

For this pending application (and for future ones), consider where the fiscal management of the project will "live" within your organization. The accountability for the project will be tied to such things as your organization's federal tax identity number, so if the preponderance of the project's costs will occur in the hospital side of the organization (as opposed to within the foundation or the parent company), this is probably where you should focus.

Consider also that the organizational entity which applies will also be the organizational entity which accepts the responsibility for compliance matters. Such issues as research misconduct policies, human subjects regulations, etc., are more likely to be administered, tracked and supported in the entity which would have the relevant authority.
