I think this is a very clever way the NIH staff has found to allow
the PI/staff to select the appropriate budget to use with a minimal
of hassle. Two options are presented, pick 1. Another approach
might have been to have two different packages: R01 with modular or
R01 with full budget. This would have doubled the number of FOAs to
check.
Perhaps the really best solution would be to just allow modular
budgets for all applications (even though most institutions still
require the research team to prepare a full budget anyway). Then the
modular budget could be in the Mandatory sections. Why not, I wonder?
That not the case, then having both budgets in the optional section
seems like the only way to go. Of course this is subject to human
error, by not picking one. Maybe NIH can enhance their proposal
checking to make sure one or the other of the optional budgets is
included.
