For budget forms in particular, my take is depending on the type and size
of the proposal, different budget pages may need to be used.  Hence,
submitting the budget isn;t the option....  The option lays in  what form
to use to fit your proposal and budget.

Use of instructions are key (and use of the correct version of instructions
are essential)... even more so now with the electronic submission process.
Not every field and form are as intuitive as they may appear....

with grants.gov, optional doesn't really mean that it's optional to you.
you really have to follow all the guidelines to make sure you've submitted
everything. with NIH all the budget forms are listed under the optional
docs. why, i don't know.

the good thing is that with an R03 he hasn't missed a deadline, although he
has lost four months ... but it could be worse. :-)

Yes, indeed the forms/file we under the “Optional Attachments”, but were
mandatory for this sponsor.  The attachment file includes mostly admin
items, like biosketches and other support.  The entire research plan is in
their possession.  For reasons that nobody can explain on our .xfd file all
the forms and files are on the right side of the page, but at grants.gov
that one file is listed on the left and therefore was not part of the
submission.  NOAA also retrieved the package from grants.gov ½ hour before
the deadline, but didn’t notify us of the problem until a week later, when
it was too late for us to resubmit.  They’re not taking responsibility for
anything in the process, nor are they willing to move on their position.

If the form was optional, why did they reject the proposal?  Or are they
saying that optional can sometimes really mean mandatory? (but we won't
tell you when it means mandatory until it's too late)

 I know you asked for a good news 'acceptance' story but
 unfortunately, we have another situation without good news.

 We submitted NIH R03 to NIDCD through Grants.gov in November and PI
 and I received letter from Study Section, this past week, that a form
 was missing and the proposal would not be reviewed.  I contacted the
 reviewers who sent letter and program coordinator and asked if we
 could provide the missing form at this time.  I explained that since
 Grants.gov submissions are still new to faculty/staff and the fact
 that no errors or warnings came through on the Commons for the
 application (they do not, per my call to them, check for missing
 optional forms on a particular FOA).  I would hope they would allow
 PI to re-submit the missing budget form (under Optional Forms which
 confused PI - his words).  The proposal was submitted close to the
 deadline and the PI, his administrator, and my staff all missed it.
 Deadlines are like that for us.

 They declined my request.  They told me that their R03 instructions
 are unique and that if they let us re-submit they would need to allow
 others, with different types of errors, re-submit.  This PI was up
 for tenure so it has been an extremely difficult situation.
