David,
Check Section II of your F&A rate agreement under "Off-Campus
Definition."   If your agreement is negotiated with DHHS, you should see
(in writing), "If more than 50 % of a project is performed off-campus,
the off-campus rate will apply to the entire project."  If only 1/3 of
the work is being done internationally, you are in compliance with using
the on-campus rate.
