I thank all of you for noting that I was using the *wrong* version of the guide (I now have one dated 13 November). My question is now what is the definition of "affected"?? Do they mean directly, as a recipient of some product of the research? I find this choice of words unfortunate. I have submitted a conference grant application in which the answer to that question could have been not applicable or US-all, depending on how I perceived the conference outcomes. And--here it becomes even more interesting--there does not seem to be an option for "not applicable." Research results when published have the potential for affecting the entire world...which seems to make this question rather meaningless. On the other hand, the words "If the program/project is outside the U.S., ...." hark back to the original instructions of where the work will actually be done. Does anyone have guidance directly from any agency on this?
 Can anyone help with this conundrum?
