Chris,

We are an HBCU, an LGI, and a state institution. Our ORSP is responsible
for all accounts in the ledger that have federal or state funding
regardless of the format of this funding. It includes formula funding,
centers of excellence, appropriations from the state, student loans and
scholarships (administered by Financial Aid), and private funding that
is not gifts.

The reason for this practice is that our office prepares the Federal
Assistance Schedule each year, and also keeps the ledger in balance for
all these accounts even though we may not always be the only office
responsible for the financial reports.

Does your institution have a defined list of what it "counts" as
sponsored programs funding?  For example, do you "count" only that
funding that your sponsored programs office pursues, secures and
administers?  If you're a state institution, do you "count" state
appropriated research dollars?  Do you "count" centers or chairs of
excellence?  Do you "count" clinical trials?  If you're a land grant
institution, do you "count" federal appropriations?  Do you "count"
research funds that come into your institution via your development
office?

We are seeking to standardize what gets "counted" as sponsored programs
funding in our annual sponsored programs report, and we want our list to
be generally consistent with other institutions' practices/lists.  Does
anyone know of a generally accepted, industry standard that institutions
may follow?  I would appreciate hearing from you.      =20
