We have a UNC-wide policy on "defining sponsored programs" captured in Appendix B at http://www.wssu.edu/WSSU/About/Administration/Office+of+the+Provost/Rese arch/OSP+Policy+and+Procedure+Manual.htm. Those that fit the definition are ours. Those that do not are routed to University Advancement (i.e., "development").
